NCI's Chief Financial OfficerNCI is proud to have its finances and accounting needs in the care of Tom Raffa. Thomas J. Raffa Raffa & Associates, P.C. Prior to establishing the Firm of Raffa & Associates, P.C. in 1984, Tom Raffa was a general practice manager for Coopers & Lybrand. Tom has over twenty-three years of varied auditing and accounting experience. He has managed such engagements as Planning Research Corporation, Georgetown University, Systematics General Corporation, New Virginia Bank Corporation, The John Akridge Company, and Martin Marietta Aluminum, Inc. He has been the person responsible for non-profit clients such as the Georgetown University Hospital, the American Enterprise Institute for Public Policy Research, the National Association of Developmental Disabilities Councils, and the State Colleges and Universities of Maryland. Some of his current non-profit clients include National Food Processors Association, Cooperative Housing Foundation, National Mental Health Association, Healthcare Leadership Council, Airport Council International, Snack Food Association, Lutheran Social Services and Volunteer Trustees of Not-for-Profit Hospitals/Volunteer Trustees for Research & Education. He remains apprised of current industry trends by attending courses, seminars, and meetings concerning non-profit accounting, reporting, taxes and legislation. Tom has completed numerous studies including the review and analysis of management structure, internal and operational control, and information systems. He has also worked with various clients in the area of compensation and fringe benefit studies, strategic planning, fundraising, investment policies, tax planning, cash flow models and financial projections. He has prepared and taught numerous training courses for his clients and various Federal agencies on government compliance, OMB regulations and the FARs. Tom is a graduate of Georgetown University and has a CPA certificate from the District of Columbia. Memberships in professional organizations include the American Institute of Certified Public Accountants, where he is a member of the Taxation Division of the AICPA and its subcommittee on non-profit taxation; the District of Columbia Institute of Certified Public Accountants where he has served on the SEC Practice Committee; the Greater Washington Board of Trade; and the Greater Washington Society of Association Executives. Tom is currently serving as a member on the Financial Officers Task Force and Advisory Committee that is currently working on the Non-Profit Quality Reporting Project with the Internal Revenue Service and State Charity officials. Tom also received the Accountants for the Public Interest's Volunteer Achievement Award for his commitment to helping his community. He has served as the treasurer on the Board of Trustees of Beacon College of Washington, DC and Boston, Massachusetts, a non-profit institution of higher learning, and as a member of the Board of Directors of MicroCon, Inc. and Imperial Computer Consultants, Inc. He is presently serving on the Board of Directors of the Washington Support Center, where he is a member of the finance committee, and chairs the audit committee of the National Board of Directors of the Support Centers of America. He is the Treasurer and a member of the Executive Committees of the Boards of Director of the Alliance for Nonprofit Management and the Research Institute for Small and Emerging Business. He has also been an instructor for many training programs, several of which covered accounting and auditing for non-profit organizations. He lectures at Georgetown University and Georgetown School of Law on accounting-related subjects, and has been an accounting instructor at Northern Virginia Community College. |
